It isn't a matter of addressing innumerable variables it is the basic concept. You're out of a job now and a health care bill that kicks in in 2013 doesn't mean a tinkers damn! Yet if we

How am I supposed to answer your question when as I stated, you haven't provided a lot of the variables.
I gave you a partial answer given the limited information you gave me. You stated that the man is currently unemployed and how does this affect his health care. I know that there is a COBRA support plan that has been put in place for some that currently do have health care.
So first I have to ask, does this unemployed person currently have health care or not? If not, then paying into the system really doesn't matter right now, because he has no income to tax and will fall under the poverty provision, and it really won't matter to him one way or the other.
I've answered your question to the best of my ability, given the few facts that you have provided. Now, I gave you a question in return.
