Internet Service Providers and missing people

OK lately I have been wondering how the word can get out faster and to more people about missing children and even adults with Alzheimers (who really are as vulnerable as children)
Does anyone know if the many many Interent Service Providers could perform this as a public service?  We all know we get oodles of junk mail and updates etc. from them so wouldn't that be grand if they could utilize there services in a mass mailing type of thing and in one click of the button send notices to all of the people with accounts through them?  They could offer people a place to remove themselves from the llist if they wished to be removed also.  Any ideas on how this could be started or even if it would be possible?
