Blocking Subjects by User

There's a particular user on here who has yet to make a topic I would even consider reading on here, and frankly I find them quite useless but I can't report them because the topics aren't a violation of the TOS.  Is there anyway to set up a system where we block subjects by user?  I appreciate their contributions to other subjects, but I don't appreciate the subjects they start.

Also, why is it that I can see users I've blocked when I'm using the mobile version of this site?
