The permit depends on whether the vendor is operating on private or public property. The City Clerk can direct the vendor to the appropriate permit.
All ordinances need to be followed. These may include but are not limited to hours of operation, time limits, parking ordinances, impeding traffic or pedestrian traffic, etc.

So if they want to be on public and private property, they need a permit for both.

Are the city ordinances available online? I would like to see what they say about hours of operation, and time limits.

When I was a little boy, my mother spoke of a prophecy, of a time when all the world would be covered in darkness and the fate of all of mankind would be decided. One night I finally got the courage to ask my mother why God had changed, why He was so angry with His children. “I don’t know,” she said as she tucked the covers around me. “I guess He just got tired of all the bullshlt.”
