Someday we will all remember - it's not always the Presidents decision - Congress is the one that controls much of what we do, the President can establish goals and prod/guide congress. They need to work together!

Senate Report 93-549, first 3 paragraphs. This is from 1973. Since then there have been a multitude of other items finally culminating in what we have today; The Patriot Act. Which could other wise be refered to as the Suspend the 4th Amendment Act.
Since 1973 there have been no tangible changes made that would substantially change the powers given to the President and/or the provisions and assertions made in the Report.
Since March 9, 1933, the United States has been in a state of declared national emergency. In fact, there are now in effect four presidentially-proclaimed states of national emergency: In addition to the national emergency declared by President Roosevelt in 1933, there are also the national emergency proclaimed by President Truman on December 16, 1950, during the Korean conflict, and the states of national emergency declared by President Nixon on March 23, 1970, and August 15, 1971.
These proclamations give force to 470 provisions of Federal law. These hundreds of statutes delegate to the President extraordinary powers, ordinarily exercised by the Congress, which affect the lives of American citizens in a host of all-encompassing manners. This vast range of powers, taken together, confer enough authority to rule the country without reference to normal Constitutional processes.Under the powers delegated by these statutes, the President may: seize property; organize and control the means of production; seize commodities; assign military forces abroad; institute martial law; seize and control all transportation and communication; regulate the operation of private enterprise; restrict travel; and, in a plethora of particular ways, control the lives of all American citizens.Let's break down paragraph three just for the fun of it.
Under the powers delegated by these statutes, the President may: seize property;
IRS, FEMA, TSA, FBI, RICO Laws.
organize and control the means of production;
General Motors? Two hundred years of Contract Law thrown under the bus.
Energy Production? Food Production?

Been to an airport lately?
Over the last three years I have been in and out of this country 17 or so times and have donated $400.00 worth of luggage to the DHS and the TSA thanks to their search techniques.
I have been subject to their taxpayer funded pat downs and rather BS questioning. On the up side; I have not missed a flight nor have I been formally detained. I have however been put on the informal "no fly list" with my co-workers! 
Not to mention the several cases of "atheletes foot" and one bout with "planters warts" I have recieved courtesy of walking in line with the rest of the shoeless humanity that is herded through the inspection lines!
I now carry enough pairs of throw away socks to change them at every inspection line!
and, in a plethora of particular ways, control the lives of all American citizens.
