I think you may have one reason as to why the ones Flip called out as being successful at Howell and the one North of Flint.  Those two areas have much larger local expendable income than Downriver and Monroe with the loss of manufacturing jobs.  Grand Blanc and Howell is where a concentration of white collar workers reside.

I think that most outlet malls are designed to be tourist destinations.  The mall was doomed when they lost the critical mass of named brand stores where they have the ability to draw folks from outside the county for a day trip.

To make it work you really need a "cluster" of attractions, and really Monroe shouldn't be that far off.

Cabellas.
The Splash Hotel in Dundee
The Big RV Park on LaPlaisance - actually ranked VERY high.
The National Park
Sterling State Park
Fishing on Lake Erie
Heritage Trail
Could we EVER do something to make the La-Z-Boy collection accessible?
Could we EVER do something to make more of the Custer Legacy an attraction in this town?

That seems like a cluster for a weekend of activity to me.

I don't see why with Detroit, Toledo, and Cleveland so close that a Birch Run or Howell type operation didn't thrive in that location.

I blame the developer frankly.  Show me another outlet mall that went belly up like that one?

I agree - Layout, and lack of anchor stores is likely what caused the demise...

now the parking lot and the buildings are looking shoddy - better use of the land is out there!

Don't forget that Frenchtown has has a similar 'industrial park' concept just 5 miles up ...   they even bought the property and put in all the infrastructure to have the lots 'shovel ready'!  Yes, there has been some development there over the past 20+ years but the park is still far short of capacity.  Is Monroe Charter Twsp. going to proceed along a similar path or will they just rezone it and wait for a private developer to proceed with the process in this case?

I would like to see more access to the river for fishing. Not a lot of public land for that. There is public land but most have times when you have to leave.
Also, I would like to have a few more fishing piers. The one out at Bolles Harbor is ok but you really can't fish from it. Yeah you can but if you do catch something, you usually have to climb over the rail, on the rocks to try land the fish.
Contrary to popular belief... Not everyone in Michigan owns a boat.

Tax records show it as Monroe Factory Shops, LLC.  Let me do a little more digging on them.

Northtowne Mall was a bad location.  30 years ago, it wasn't, but today it is.  Nothing survives around there but the health club.  Thee mall road is worse than about any in Monroe county.

MB&T did foreclose on the two that Harwood had owned.  Last time I was out through there they had signs up on various parcels for an upcoming auction...  don't remember when the auction was to be held though!

The last recordings for Monroe Factory Shops was a certificate rescinding a county tax foreclosure...  probably due a bankruptcy they filed in October of last year.

I think I see part of the reason they're in bankruptcy...   on 11/1/07 they borrowed $3.8M from Citizens Bank...  and for the 2013 tax year Monroe Charter Township has the property assessed at $909,150!!!
