River Growth Clean Up - Why not use Prison Labor or Community Service

There was an artical in the MEN this week about what it would take to rid the river of its recent flowering growth that implied the river would need lowered and the vegitatation manually removed.  It went on to state that volunteers would be requested to assist in the task which I think is a great idea.

Why not use in addition to the volunteers though, county/city jail labor and community service as a result of fines to pitch in as well?
